Princess is right. No one under 18 can have LASIK in the US.
The more important issue is the stability of your prescription. You are still going to have changes in your body until you are into your twenties, including your eyes. You need to discuss this with your parents and your eye doctor.
LASIK is not a cure-all for all vision problems. Wear your glasses or contacts; take care of your eyes and check into LASIK after you pass age 18 and your prescription stops changing.
Not everyone who thinks they want LASIK, can have the procedure. There are many factors to consider. Let your eye doc guide you.
No, you can’t have it at 13. If you’re still young your eyes are constantly changing. You have to wait until your eyes have settled down before you can get it.
